COR CONTRACT MANAGEMENT –  WHAT QUESTIONS DO I ASK?

There is still a common misconception among many organisations that Chain of Responsibility legislation isn’t something they need to be concerned with because they don’t operate heavy vehicles. It’s not uncommon to hear statements such as:

  • “CoR doesn’t apply to us, we’re not a transport company.”
  • “Our subbies manage the trucks.”

Under the Heavy Vehicle National Law (HVNL) all parties in the supply chain have a shared responsibility to ensure the safety of their transport activities by eliminating, and where this is not possible, minimising as far as is reasonably practicable, risks associated with road transport. Under the law, this safety duty may not be transferred to another person. In essence, this means that if you use a third party to perform activities such as transporting goods to our customers, moving bulk loads such as soil on a public road, or collecting household waste on your behalf you need to ensure those activities are safe.

The intent of this session is to give you an insight into how to do this when road transport is not the primary function of your organisation. What questions should I be asking? And what should I be doing to ensure my transport providers are safe?
